The United Nations are responsible for the legitimacy of this holiday. It was solidified in 1954 on November 20th. The reason for this is because it is when the UN General Assembly adopted the "Declaration of the Rights of the Child and Convention on the Rights of the Child."

Everyone participates. Whether you're in health, education, finance, or food, you all play a part in human life. You can apply this to children in every way. Their health, their education, their plans for financial security, nutrition... market to both the parents and children.
Parentless. Those who are adopted, or are in sheltered homes, or abandoned need recognition too. Aim to target this demographic with caution and the utmost sensitivity.
